The "Osaka Jiji" reports that the proposed increase of freight rutes on the N. Y. K. European lino on onrgo from Europe to the Orient was to have come into forao on the 1st instant, while the increased rates on onrgo from the Orient to Europe wore to be inforced on or after the 16th of hext month. Approval of | thoseúbanges not having been granted by the Department of Communications, the increase of ratca on inward cargo to Japan was postponed till the 7th in-
