duty of suppressing illegal houses, and divesting them of all chance of making any pecuniary profit out of it.

141. This I seek to effect by limiting the operations of Government or the employees of Government to very few persons, whose special business it will be to acquire information about all attempts at illegal gaming to put them down. I think it very likely that the Gamblers will find this limited machinery more effective than the ill-directed and corrupt action of the whole Police Force I formerly had.

18. I have, therefore, placed this trust in the hands of Messrs. Cecil Smith and Deane, who are evidently peculiarly qualified for it. They will be aided by two Chinese Assistants, and have power to call on the Police to give them physical support and aid on any special occasions, when necessary. Your Lordship, however, will understand that regarding this measure as being quite experimental, but "ad interim" I trust that it may receive Your Lordship's approval, also the very limited expenditure which it entails in the allowance monthly of $100 to Messrs. Smith and Deane respectively, as well as of $40 to each of their two Chinese Assistants.
