under the License system, been put to the previous extensive corruption of the Police Force, and largely to almost all illegal Gambling,

whilst the Licensees, so long as they received encouragement to do so, exhibited great and useful activity in furnishing the Executive with the means of detecting returned Criminals and dangerous characters.

7. As a mere Police measure, I, therefore, hold it impossible to deny fairly that the License system was eminently successful here, whilst it was also favorably regarded, when I originated it, by the most experienced and competent residents of the Colony.

It is true that many have changed their avowed opinions, and some have been induced to join with those in England, who cannot divest themselves of the tendency to view, through a special and narrow English medium, the policy of Government in this very exceptional place.

8. Those parties, having great influence on their correspondents out here, whilst they are in many cases supposed to have dictated the action to be taken by the latter, seem to oppose the License system on much the same ground principally as they opposed the Contagious Disease Act, viz: that,
