The Secretary of State approves of the 4 months' Vacation and 12 months half pay Leave taken by Mr. Austin, is so decisive that he is bound to give effect to it; for there is no reason regarding whatever for Mr Austin's departure as otherwise than officially convenient, seeing that he, the Brennon, practically attends to all the business of administration.
