The Council met this day at Moon by special Summons.

The Minutes of the Council held the 30th were confirmed.

His Excellency laid on the Table a Despatch from the Right Honorable The Secretary of State, No. 108 of the 6th September, 1871, granting an application which had been made to His Lordship by the Honorable J. Gardiner Austin, Colonial Secretary, for 4 months Vacation Leave on full pay, and 12 months Leave of Absence on half Salary,

and which could be taken as soon as officially convenient, after the return of His Excellency the Governor to the Colony.

His Excellency then stated that he had made a Despatch, Minute on that subject, recording his opinion relative to officers of the Government being allowed to combine Vacation Leave on full Pay with ordinary Leave of Absence on half pay. His Excellency further informs the Council that he intends to communicate with the Secretary of State for the purpose of putting an end to such a system of mixing up things very different, and given for purposes so essentially dissimilar.
