The "Japan Chronicle" learns by a letter from Bombay that Mr. John Cowen, the former editor and proprietor of the "China 15 Times," has become a street preacher in Calcutta, where he was recently arrested for nd- dressing a public meeting after dark, this being an infraction of the Seditious "Mestings. Act in force in that city. He was fined one rupes, and at nightfall again began proaching, to be once more arrested: It may be re- called that as the result of an articlo on the Russians in Tientsin which... · Mr. Cowen wroto during the war (when the "China Times" had Japanese support) he was ordered by the British Consul at Tientsin to give an undertaking not to write fur ther articles calculated to cunse a breach of the pence. He declinad to give the undertaking and was ordered to be deported, but the order was subsequently quashed by the Court at Shanghai, Short, ly after the war Mr. Cowen sold his interest in the "Ohina Times" and returned home, where in

Lonilon ho became connected with the West End Mission, writing out to his friends in China that he had become a door-keeper in the house of the Lord. A year or two ago he accepted a position as editor of a paper in Indio, but this he is since resigned to bei como a peripatetic, missionary (in English) to the Indians, Mr. John Cowen is the brother of Mr. Thomas Cowen, a journalist well known to many in the East, who was the war correspondent of the "Times" during the China-Japan War, and died a few years ago in Japan. Mr. John Cowell, was also on the staff of the “ Timos: beford be came out to the Far East the time of the Boxer trouble.
