after all their inquiries - face to face with the identical difficulties which the Government had previously encountered, both in forming and maintaining a Police; - difficulties inherent in the geographical position of Wongstong - its vicinity to the mainland - the untrustworthy character of the Natives, striking differences of language - and the tendency of the best men to get demoralized here under the influence of special and peculiar local temptations, as well as of climate. Therefore, whenever the Commission comes to make recommendations - I anticipate - the result will be useful, whether it finds itself fortunately enabled to suggest some palpably beneficial reforms, or frankly admits the difficulty of so doing.
8. I apprehend likewise that although the Commission has not hitherto ostensibly made much progress in examining Witnesses, a great many false impressions have probably been already modified. Perhaps the members may think with me hereafter that practically the best Commission is that which your Lordship is working in.
