Hemmed in, though, as we are with Agreements and Convens tions, tho one object to aim for in our Tibetan policy is the maintenance of the Chinese over-. lordship; the most dangerous outcome of the prosent situation would be the independence of Tibet. The machinations of Dorjieff at Lhasa in 1902 are sufficiont to show what that might lead to, and how fur this. present Dalai Lama is to be trusted. If, as is not improbable, Tibot now breaks away from s ideal disrupted China, an solution of the problem would be. to restore the Dalai Lama to hie sovereignty, under the striot tutelage of Gront Britain, and to koop him in the same position asE the Ameor of Alghanistan. This, however, is precluded by the terms of our 1007 Agreemont with Bussia, so for the present we ehould have to be content, should Tibet become independent, with observing strictly the prescribed policy of non-interference and non- intervention, at the same time keeping a close watch on the oon- duct of Russia, and insisting on as scrupulous an adherence to the terms of the Agreement from her.
