All this work can

be carried on by the responsible clerks in the Office, and for the faithful discharge of their duties

in their long
service and the bonds
into which they have severally
entered. Still there must, in
my opinion, be a Treasurer to supervise
their
work, to communicate
with the Heads of Departments
and arrange
and the Public and to transact the business of the Government with the Banks. This work requires the personal attention of the Treasurer, but does not require his presence the whole day at the office.
