The reduction of postal business is, doubtless, shared to a corresponding extent by the Peninsular and Oriental Steam Navigation Company in the conveyance of cargo, and it would therefore perhaps be well to consider whether it would be desirable to revert, in a measure, to the former practice of sending Yokohama mails via Shanghae.

The average time, during the year 1870, in which mails were conveyed from Hongkong to Yokohama, was 9 days, whilst the time occupied in sending them via Shanghae would in all probability be between 2 and 3 days more.

But if it could be arranged with the Peninsular and Oriental Company to send their Packets through the Inland sea of Japan, an advantage would be gained by serving Hiogo, Kobe, Osaca, and Nagasaki.
