I hardly certify that Mr. Barrington is at present in Hospital suffering from great debility. During the past year he has been four times in Hospital. He is at present quite unfit

for duty, and I consider leave of absence necessary

for the re-establishment of his health.

on Medical Certificate from the Medical Officer employed by the Colonial Office, or on urgent private affairs, the nature of which must be stated and must be satisfactory to the Secretary of State.
