inform you that having regard to the regulations laid down in Article 8 of Colonial Regulations (referred to in Page 159) which

govern the acceptance and wearing of Foreign orders, I regret that

I cannot sanction the acceptance

by M.F.W. Mitchell

of the Order of Charles the Third, conferred

on him by H.M. The King of Spain. I have

not been able to sanction...
