conferred on Mr Mitchell, the Postmaster here, the Order of Charles 3rd and asking to solicit permission for Mr. Mitchell to wear that decoration.

I am not aware what special services Mr. Mitchell can have rendered to the Spanish Post Office, and, in any case, permission to wear a foreign Order must depend so entirely on the general attitude by Her Majesty's Government of such a question, that I consider any suggestions by me would be unsuitable in this case.
