Digest of Police General Orders,
Alice.
In 1866, prior to the introduction of the Harbor and Coasts Ordinance and the Victoria Registration Ordinance, many of the leading and most substantial of the Chinese Merchants in the Colony waited upon His Excellency The Governor to request his consideration for their opinions on the proposed legislation regarding the registration of boats in the Colony. As a result of these interviews they obtained permission to establish in the various Districts a number of Watchmen for the protection of their property. They agreed to raise the necessary funds to pay these men.
