The reason for supplanting the English tag with China's yellow emblem is purely pecuniary, and Mr. Dollar has no hesitancy in saying 80. His company in operating three ships between San Francised and the Orient, vin Puget Sound, and theso-vessels pay in the neighbourhood of $30,000 a year at Chinese ports for harbour dues, light dues, By pilotage and similar charges. Under the terms of the negotia-fouN tions now in progress the company will, through the use of the Chi- noso flag, savo these charges. In other words, the company will{ be subsidized to the extent of the harbour charges that are now- being paid."
