The fatalistic doctrine widely prevails that these things must be,and that no human effort can avail to prevent sucli calamities. If such an appalling calamity as this does not prompt the Chinese Government to sack the means which the engineering science of the West can suggest for minimising these terrible visita tions, we do not know what will.
