for

a

Customs establishment at

de

duty

this port to collect d.

ow

Opium, we beg respectfully to call your Excellency's particular

ticular attention to its utter

untenability in the face of the statistics set forth above.

Y

The aggregate importation of Persian and Turkey Opium, during the last two

turing

years, consists of about 4000 Chests,

or

4000 piculs of the former,

and 2,000 Chests or 1,000 piculs of the latter. This description of Opium being

in favor

at the treaty ports, the principal

portion of what has been imported, has been sent up to the Coast and Northern ports. Only a small quantity, say,

250 Chests has

gone

into

Consumption in the South.

From what

we have

stated above, it will be

evident to Your Excellency that the allegation

of smuggling put forward

from this port, is

a

secondary plea, in as much as it is the native craft, stated above, which import

into native ports for

Opium
