The Band of Hongkong, We ́aro aware that at Homo Trados Unionism is a living forco. There it is necessary recog nition of the workers' interests, and, on the whole, the Unions take a reasonable view of their |rights in relation to those of their
•mployers. But here in Hong, kong we have à vitiated and exaggerated form of Trades Unionism to contond, with--ono which scoks only one ond; and that the gratification of the de- sires of the workers irrespective of justice to the interests on which they subsist. At Home, too, there is nothing serrot or mysterious about the working of Trades Unionism; everything is opon and above-board; the meet- ing places of the members are Įknown; the officials' names and positions aro never hiddon from view. Here the reverse is the caso under all heads. In short, the Caineso Guilds in Hongkong. aro nothing other than Secret Societios which, by the law of the Colony, are in reality not pur- mitted to oxist. The Government blandly and weakly follows old precedents; it has not the energy, the backbone or the enterprise to striko out on now and bold linos,
to which so many firms are subject.

humanity, and when it is the result generally is not encouraging. But if individuals are so rarely gifted with this power, what must be said uf nations, whether standing at guard along mountain frontiers or locked up in tight little" islands? It is true the nations of this planet are continually engaged in making each other's acquaintanco. better understanding is all wo require to bring about ever-
interna- lasting peaco, shy Lional arbitrators, but someliow a perfect understanding never comes in spite of all the talk. Does interchange of views bring. increased friendship? is doubt- ful, because human nature boing what it is, the views of one nation must for ever appear more or less far-fetched and unreasonable to another. The cry of the brother- hood of mankind is now a lost Cuuso, since wider communication has shown us that there can be no brotherhood between those at the opposite ends of the scale of civilisation, while for those who nearer, the brotherhood more often develops into insuno jealousy. Even international morality is more often merely a & CO. me than any code of well- destined rogulations to control international dealings.

The Guilds.
Not only could we tell our con- temporary the place of meeting of the guild and the names of its President, committee men anl. leading members, but we could also probably let it into some of their "secrets.". It will also 'per- haps enlighten our contemporary to know that the Polico are thoroughly conversant with all the doings of the guild, The eccrot service of Hongkong is not there fore so lacking in energy, buck- bono and enterprise as charged by the "China Mail." Not only will do the Police knew all that goes on at the guild but they have a tabulated list of individuals who bo qualifying for banishment may und something in addition. They have done all they can and aro simply biding their time. The article in our contemporary Inst 216 night is therefore in our opinion intimely and, if it has just erns ceded any,
"unwarranted " de. mands made upon. it louring "en absolute deadlock.": wo ratlier think that the lack of backbone mný have weakened the lands of the authorities just at a time when į matters were voming to a head.
