have thought it convenient to report that from by intelf in a separate Despatch. It is however, necessary to place Your Lordship in possession of all Correspondence relating thereto, because Mr. Small will probably be making various applications to Your Lordship, and it is essential that the best evidence of what has been done in the matter should be found in the Archives of Your Lordship's office.
2. Mr. Small's original application (18th December, 1871), was made in a very rambling way - and neither furnished a Medical Certificate nor specified what amount of leave he expected or asked. Colonial Secretary therefore had to apply semi-officially to Mr Small for further particulars, and the inclosed #2 Medical Certificate from Dr. Morris, Acting Colonial Surgeon, was sent to him on the 19th. It required another note from the Colonial Secretary to extract from Mr Small a definite application of the 25th asking for 10 months' leave.
3. From the latter it appears that Mr Smale wishes to convert some portion of his former leaves of absence in Europe into furlough leave, for reasons, which neither myself nor the Council were able to appreciate.
