I have already in my Despatch to Sir Rutherford Alcock of the 31 August 1869, which I enclosed to Earl Granville, given full explanations of the character of the Immigration traffic to California by the United States Steamers; and as I have several times gone personally amongst the Immigrants, making inquiries of them generally and have travelled with them, I think I am fairly entitled to express an opinion on that subject.

To Chinese Emigrants it is conducive plainly and fairly, and that it confers the greatest benefit on the Emigrants, whether male or female, by improving their position beyond what would have been at all probable, if possible, had they remained in China.

9. I am aware that I need not add anything further to the exhaustive statements in the included Memorandum by Messrs Smith and Cairns, but I may remark that I quite agree with Sir R. Murdoch in his observation on the weak point in the Portuguese Regulations respecting Coolies' liability to repay advances.
