It is ourly days yet to be dis cussing the question of the renewal of the Anglo-Japaneso Alliance, which does not terminate, until the year 1915, but we notice. that the possibilities in this con- ection have been receiving some attention in England of late in reforeneo to the question of Sea Power in the Pacific, a subjoo which is likely to be much dis cussed by the Imperial Conference. Wo may be sure that in this discussion something will be heard of the striking speech made last month by the Japanese Amu-. bassador at Washington who remarked that Japan's ambition was not to see the Japaneɛo flag dominate the Pacifie, but "to see the ocean hung with the mingled splendours of the Stars and Stripes and the Sun-flag of Japan." The question which will arise in tho minds of most English renders of this speech is: Are there to be no Union Jacks in this display of [gunting on the Pacific?
