Enormous quantities of ray cotton are transported from the
STEAMSHIP CO. Wei Barin to northern Shanei by carts and mules, oud to southern Shansi and northern Szechuan by carrying coolies. Practically all of the vast quantity of raw cotton transportol over this road is car- ried on the backs of coolies, each of whom carries an average of 150 pounds 16 miles a day.

The great increase in the cul tivation of cotton in this consular district is because of the rigid pro- hibition of the cultivation of poppy by the governments of the Provinces of Chihli und Shansi. A large portion of the area formor ly devoted to oplum raising was last year planted to cotton. This ingronsed production has coincid- ed with a brisk demand for Chi- nesocotton (whichisshort-stapled, but for which cotton manufac turers find many uses), at fair price, and thus the Chineso farmers are enabled to recoup some of the loss from the pro- hibition of growing the profitable |Poppy crop.
CHINESE COLONISATION.
The Chiunman is a pertinacious. and swarming colonist, His Government has favoured him for very intelligible reasons. Since it could no longer keep the out- lying territory of the Empire as a desert buffer between itsolf nid May 27th, at Noon. Russia, it with great sagacity has striven to make its theoretical Sovereignty real by settling a strong Chinese population. But in proportion to its success in applying this policy its dislike of the treaty has grown stronger. Russia, on the other hand, is pressed upon in its own territories by the steadily spreading Chinese flood. Therefore it had become clear for months before Russia sent the Noto of February that a sharp collision of diplomacy was inovitable, and it was no less certain that the encounters of diplomatists might be the prelude
