All prosent wore in favour of the scheme, and agreed that a petition, should be sent to the Canton Viceroy and other officials for a supply of guns and ammunition for the purpose of carrying out drilla preparatory for the orginiza- tion of the corps.

It is really an Indian question, and, while the British Govern- ment is in entire sympathy with the Chinese Government in its efforts to restrict and finally to abolish the opium trafic, thore are certain treaty rights which cannot be abandoned or impaired without duo regard to the interests of the people who have hitherto enjoyed them.
