WHAT THEY THINK,

China Mail. HONGKONG AND WIRELESS. By slow degrees the position of Hongkong in relation to the all- important question of a wireless tolography station for the Colony is being rovonlod, thongli tho procass of "drawing" the Go- vernment on the subject is pain- fully laborious, and nons too.. encouraging to the pushfal mon of business who are endeavouring to secure that Hongkong shall not Ing behind the times. The Hon. Mr. E. A. Hewett, with olar acteristic onthusiasm for tho $ Colony's commercial status, has been anil still is an out-niid-ont advocato of a forward policy tr this mutter, and we have overy reason to think that he has behind him the granter bulk of the [27 business community when ho ploads that some definito action shall be taken, without delay towards supplying Hongkong with a modern and well-equipped, wireless installation.

Daily Press. THE KOWLOON-CANTON RAILWAY.

We trust that the negotiations which are how precooding for a working agreement will result not only in the establishment of the most harmonious relations, but also in an arrangement for the running of the line in a way which will be at once efficient. and economical. It would bo absurd, and possibly load to a good deal of friction, to have separato and distinct staffs for ench section of a railway whose total length does not exceed 112 miles. The cost of working the railway, as 11. E. the Governor said, would be very largely reduc od if the whole line were worked ne ouo business concern under. joint management, which was the original intention of the Colonial Government, and it will bo obviously a matter for great re- grot, on the Chinoso sido no loss than on the British, if that in tention is not fulfilled. Pro- sumably this is one of the ques tions yet to be settled...

South China Morning · Post, CHINESE PARTNERSHIPS... The genesis of the movement for the registration of Chinese Partnerships goes back to the early days of the commercial community. The first attempt was inaugurated no less than thirty-seven years ago, when a Bill was drafted, in 1874, which not with the approval of the Chi- nose honge of that date. Dropped in this following year, the matter was revived in 1877 upon thos initiative of the Chamber of Com- merce who petitioned the Govern. ment to make it compulsory that: members of Chinese hongs should be registered. Owing to the objections of the Governor of the

day, the motion was not proceeded with and five years passed before the subject again was brought up. In 1882 the Chinéso thomselves: were the agitatora, as; also, nine years later, in 1894, without securing any result; while, in 1000, the Chamber of Commerce roappeared on the scene. On that occasion proceedings passed into Committee, from which stage a report was handed down which! doclared that it was impracticablo to give effort to legislation on tho subject, As stated by His Excel- lency in his remarks on this ques- tion to the Legislativo Council at the meeting on Thursday last, the | Commities of Investigation claim. ed that the difficulties in the way woro insuperable.
