I proposed that Dr Tarrant's letter
9448 should be left unanswered.
I suppose that we must now answer his letter on "compensation" in a positive manner. State that Lord Kimberley's despatch does not recognize any claim from Dr Tarrant on the Colony of Hongkong, that he declines to reopen his case and that any further letters from Dr Tarrant will remain unanswered.
