THE FEEDING OF INFANTS. We hope that now altontion has hoon drawn by the Sanitary Board to the serious question prosentod by the sale in the Colony, undor cortain conditions, of skimunod con lonsod milk, that the Govern ment will soo its way to initiating legislation on the liuos suggested. Infant mortality all over the world slands at a higher figure to-day than it should, and hence it is the bounded duty of the authorities to impose whatever corrective and checks can be applied. It was pointed out in the minutos appended to the memorandum efrculated by the Principal Medi- cal Officer of Health that the Chinese are buying this skinned condensed milk largely for the purpose of fooding their infant offspring, and as it contains an in- Bullicient quantity of fatty sub-
•stances the effect upon the child life of the Colony will be very serious if the skimmed milk is not supplemented by moro flesh- forming and bloodmaking food. The trouble is that the Chinoso nro not aware of the real nature of the article they purchase; to them one brand. of condensed milk is very inite like another, and so the Sanitary Board advocates, in the buyer's defence, that the Government pass a law ordering that bi-lingual labels be placed upon the cans stating what is really contained therein. This is a commonsenso idea which should appeal to the Government without further demonstration.

THE TROUBLE IN MEXICO., We thought it would come. Thoro are persistent reports, Ronter tells us, that the movement of American troops and warships to the neighbourhood of Mexico is intended as an anti-Japanese demonstration on account of a pro- Japanese movement in Moxico favourablo to giving Japan a nával base! We have road in the Amer- ican papers much about the Mexican trouble, but this is the first allusion we liavo soon to Japan having any concorn in it. We think therefore that those reports which Reuter tells us about may safely be dismissed as idle inven- tions. Thoro aro always to be found in the United States, and especially in the State of Cali- formin, peoplo who profess
to believe that Japan mouna to "pog out a claim" somewhere on the Pacific coast of America, Indood, it was only quite recently that we read in one of the loading London papers an article writton' by a Mr. Maurice Low, who was described as "a person of pro- minence" representing that the Japanese are swarming into South 'América and suggesting that they would eventually be demanding political privileges.
