Nothing - nor does it consume - is necessary for the more low draft what Juany and I certainly believe that the effect of the proposed Customs establishment would be to make merchants take their cargoes straight to the places where the imports are required. To sum up the premises, I would say that the concession proposed is advantageous, but it would be dearly purchased at the price of a Customs Establishment in Hongkong. The Chinese mandarins, though perhaps poor political economists and certainly sufficiently alien to the intent of their own country, want to detract from the prosperity of Canton; – but if they wish for the opening of new Ports, I cannot see why, in concurring in their wishes, it should be incumbent on us to injure our own interests; - nor can I see why, in procuring advantages in which all Foreign Practitioners would participate, the quiet quo should give way to England alone.
