BRIGAND CHIEF'S EXTRAORDINARY PROPOSALS,

AN OPEN LEetter,

The following fatter, from Luk Lan Calogi the brigand chief, to the editors of the Danton Press Socisty has been published to the

verascolar papirs of Canton :-

I have the honour to foform you that through the newspapers I recently learned of the op. poaltion to the suppression of gambiløg la Canton, on the part of some of the members of the Provincial Assembly, with the result that the people were much agitated. Now, the people in genrril are of aus miod and they are taking this oppo fouity to carcostly pray the Prince Regent to totally suppress all kinds of gambling in Canton, This total suppression of gambling is within the code of constitutional reform. As regards ourselves, who are only brigands, wa will repeat and surrender and will have places of shelter. The development af in dustry-means sorichment of the people, and pattching the people mass the strengthen ing of the people's resources. The interior will ba

It is now two years si:ce the proposal for the suppression of gambling occupled the minds of the people, but no decision has been arrived at. The high authorities say that they are.

I think that the revenue derived from gambling is an improper one so far as the Government la concerond. No co sitational country will allow this, with to exception of. Canton. I find that the evils of killing the people and making the places poor have bean brought
