On the 30th June, 1871, there was a balance on account of the Special Fund, in favor of the Colony, of $482,285 — Say £100,000. There is a permanent charge against the Fund (or, rather, there has been up to the present time) of $50,000 per annum for the maintenance of the Police.

We have sanctioned a grant of £10,000 to the Chinese Hospital, with a further endowment of £20,000. The remainder to be invested, and the proceeds to be applied to the strengthening of the Police Force, and other purposes directly connected with the suppression of crime. We have also sanctioned a monthly expenditure of $280 for the repression of gambling.
