It is considered that the outgoing Governor should be allowed some discretion in the matter of time for completing the change. But it would not be safe to leave much latitude in their respect, as he should make it clear to understand that if possible the change is not completed by the end of his term of office, he will have to hand over his instructions to his successor, who will then relieve him.

As to the disposal of the fund, I concur in the proposal that part of it should be contributed to the Chinese Hospital, part to the strengthening of the Police, and part kept in reserve. Lord Kimberley has occasionally expressed to Sir R. M. his approval of some such arrangement.

The amount which Sir R. M. proposes to contribute to the Chinese Hospital, £100,416, is, I think, very excessive. Even the cost of St. Thomas' Hospital building is not so extravagant. I believe it will be required to make liberal contributions to the Chinese Hospital. I do not anticipate that there is any necessity to find means of spending the surplus as legitimate modes of expending it will hereafter present themselves.

I anticipate that the Police will have to be strengthened at a cost beyond what is now estimated. When an account is given to the Hospital, it should, I think, be stipulated that the Government shall have the right to nominate paupers for treatment without payment.

£1000 towards the building would not be a handsome contribution to a single public institution. I write this without exciting Shellbourne, as Lord Kimberley may have already considered the details.
