We shall see a large part of the proceeds of that fruitful source of Crime - night gambling - for the expression of our views. And I think nothing more calculated to command general assent - that we must dispose in some way of the money that two-fifths of the fund in question should be settled on the Chinese Hospital, which is now being erected by the Chinese Community under circumstances most creditable to the native Community, and which have led to considerable friendly and intimate intercourse between the Executive (at least in my time) and the Community. In this way a great and much suffering, inhumanity and exposure of dying persons, contrary to native customs according to native practices would be avoided, whilst Her Majesty's Government and the British Public would have the important satisfaction of knowing that the unfortunate class which had contributed almost exclusively to the support of the gambling licences, would derive direct benefit from the fund thereby created.
