2. If Her Majesty's Government has quite decided, be it presumed it has, on the general policy to be pursued, I foresee no great difficulty in giving it effect. At the same time it must not be forgotten that although such a measure is easy - yet grave consequences may result therefrom, because it must be admitted to be singularly unfortunate that whilst the Police force of the Colony appears from Maladministration and continuation of various other unlucky circumstances to be undergoing a process of rapid disintegration, and to be more demoralized and impotent than for several years back, there should arise at such a crisis this necessity for exposing the Police to all the temptation and Corruption, as well as to all the evils of Confederation with gamblers and Criminals which prevailed formerly.
