Collection of Chinese Maritime Revenue. The previous papers are in circulation. It is not desirable as a rule that Mr R. Macdonnell's opinion or Sir R. Wade's should be communicated to the Foreign Office, but in this case I would send it (confidentially) with a request that the Regulations in question may be communicated to the Govt of Hongkong, whenever a copy shall be obtained from the Chinese Government.
