Mr Wade is at least candid in stating that by this proposed settlement of Chinese Customs officers on British soil "to purchase an extension of the Import taste of English goods which he holds to be 'our foremost duty in China'" - Therefore the concession of a Custom House at Hong Kong is proposed as the price to be paid to the Chinese Government for opening fresh Ports and the "navigation of some additional waters, so as to multiply centres of distribution of Manchester Goods.
7. It is singular that Mr Wade seems to anticipate opposition to his plan from the great English Firms already engaged in trade with China, and much of whose profit is derived from the sale of such goods, and who certainly ought to understand their own interests best; but be this as it may, I do not hesitate to assert that it would be most unsafe for H.M. Government to rely on the accuracy of Mr Wade's assumptions in some of his premises.
