SIR HENRY MAY'S REPORT.
In concluding bis report, dated 20th July, to the Secretary of State, on the Blue Book for 1907, Sir Henry May makes the following gene ralobibrvations on the moro notebis events In the year. He writes :----
The assessment made for the year 1909-1910, (1st Jaly to jo: June), shows a slight decrease in the rateable vaino of the whole' Colony of 0 per cent Is Shrukiwar, the. Hongkong villages, Kowicon Point, Yxumati, Hunghom and Kowloon villages there in an increase rang. leg from 0'44 per cent, to to $3 per cent, but a decrease in skewn in the City of Victoria of 200 per cent, in the Hill District of '31 per cent, and in Mongkokisui of 973 per cent, There is a poticeable increase in New Kowloon

The restrictions on the consumption of opium both inside and outside the Volony are as follows

BALE OF MORFILINE. *
Licences are restricted to a low chemists and druggists of good repute who have to pay a royalty the monopolist referred to in (1.) of ten dollars per tael of morpaine and four dol. lars par teal of compound of opium other than morphine. The price is thereby enhanced. Under the conditions of "these Ilcances morphine and compounds of opium may not be sold to the general public in quzati ties less than of the value of 10 cents. The Vendor must supply the purchaser at the time of sale with a counterfoil certificate.
The possession of morphine and compounds of oplum without such certificate is illegal, and In quantities exceeding 1a officiel doses whether covered by certificates or not.
Supervision of the trade in these drugs is ea sured by the compulsary keeping of books by the licensees which are open to lospection.
Oplum, morphine and compounds of opium are declared to be poisons under the Pharmacy Ordinance. Under the provisions of that Or»- dinance the seller must mark in English and

The Victoria Recreation Club, which under the style of the Victoria Regatta Club held its Grst regatta in 1849, and is the oldest athletic club in the Colony, successfally celebrated its sixtieth anniversary on the 10th of July at its handsome new club house, on at extension, adjoining the Naval Yard, of what was formerly Murray Pias.

CLUB GERMANIA, On the 27th of November the Club Germania commemorated its fiftieth anniversary, a large amber of the English community, fecluding His Excellency the Governor, being present.
LATE MR. BAIN.
On the 21st of April Mr. George Murray Bain, who has been aptly called the doyen of the Pass in the Far East, passed, away after some months of precarious health. Mr. Mar. ray. Bain came to the Colony in 1864 as sub- editor of the China Mall. In 1873 he became proprietor of the paper with which he was suc cessfully and honourably Identifed up to the time of his death.
