When a stranger learns that in Hongkong fees in a Govern ment school supported by the rates actually un to 5 and $5 per month, and that they are likely to be further increased, he cannot refrain from asking the question "For whom are these schools instituted and kept up 7" On learning that there are private schools which receive from the rates a small grant-in-aid, under strict conditions, he asks the same question.
