Nu Paunceforte's promotion is not, I believe, determined upon. I know not whence Mr. Saytlar derived the notion that W. A. Paunceforte has been promoted; but there is a belief in Hongkong that Mr. Paunceforte is going to succeed Sir Benson Maxwell as Chief Justice of the Straits Settlements. As Sir R. Macdonnell speaks well of Mr. Hayllar, I will note his name; but the only reply that I can give to his application is, that the office of Attorney General of Hongkong is not vacant.
