My Lord,

I have the honor to submit for your Lordship's consideration my application for the office of Attorney General of Hong Kong, which has been rendered vacant by Mr. Pannicifolio's retirement.

I may be permitted to mention that I am a Barrister of ten years' standing, and that for eight years I have enjoyed a very considerable practice in India and in Hong Kong. I have now had over three years' local experience, which, were I to hold office, would be of service to the Government of the Colony.

I may add that I am a Graduate of the University of Cambridge, and that I was Government Professor of Law in the University of Bombay till the climate of that place compelled me to leave it.

Sir R. Macdonnell writes on a private letter from Sir H. Hayllan, "I have a very excellent opinion of Mr. Hayllar's capacity, and it is fortunate that his presence at Hong Kong was available to fill provisionally the office of Attorney General."

Thomas Chisholm Anstey was not the correct name, the correct one is Thomas Child Hayllar is not verified, however, based on the letter content, it is highly likely to be the correct name.
