be soon that, notwithstanding, the remarkable' advance in the price last actumo, the supplies in 1909 failed to catch up with those of 1907. This naturally tends to emphasise the fact that there are considerable difficulties in Africa în extending operations avan under, the stimules of high prices. These difficuition chiefly centre upon the fabour supply, as in the Ameson Vallay; moreover, there is a decided tack of organisation, while the methods in vogue amongst the natives are necessary crude in the extreme, and vary wasteful, whereby the virility of the plants is imperilled and their productiveness impaired. Another obstacle of importance is the great distanco which has to be covered in bringing rubber down to the coast, and the absence of cheap and rapid transport. By far the greater part of the Afri. can outpat comes from the West Coast district, which provided 15,500 taas last yoix, compared with 14,090 1021 in 1907. The most productive regions of West Africa are the Belgian and French Congos-the former reeking with hor rozs and atrocities. Since the acquisition of the Congo Free State by Belgian Govern f39ment compulsory working was nominelly put a stop to, and if the spirit of the regulations or even their strict letter be observed there is little doubt that the returns of rubber from this LI KWONG LOONG & CO Indeed, predicted that this year's output will quarter will be considerably diminished.
