The discount permitted would have been, not the maximum amount allowed by the Ordinance, but the minimum, or that which would yield such a rental from the farmer as should only cover the expenses of supervision & control, without creating a special fund. It is believed that the Gambling Farmer has been permitted to pay a rent which he can afford. This legalization of vice, & the sale by the government at a public auction, to a particular individual who competes for the privilege to trade in vice, is so foul a blot, so great a disgrace to Her Majesty's Government, that as an old representative of responsible government institutions, it pains me to think that it has led men to conclusions that I deem it unnecessary to offer any apology for occupying Your Lordship's attention, since the Gambling License does not satisfy me.
