REPORT ON NEW SYSTEM
The following report on the working of the new scavenging system in Kowloon, is by Dr. W. Poara, Assistant Medical Officer of Health
1. Gear-Fourteen cute have been adapted for bullock traction and of these elaven are in daily use. On the whole these carts are successful. There have been a few accidents, 49. one shaft broke, but it was owing to the fact that there had been a flaw in it
Saveral (3) of the crois trees for the bullocks! [pecks have broken and so they have been. replaced using yacal it stead of kipore. Two iton wheels bave been damaged through, evidently, inexperience as the drivers' part. At.first these men had not, acquired the art of turning comers safely and so used to bump the carts over cubs.
1. Sweeping, etc, of streetsemŰ, the "whulo' this is done better than under the old system. We have sweeping coolies daily to go around' with each cart in the morning to help to load the ants, The S. The basket coolies have often to leave the heaps swept up by the street sweepers for ball an hour or so after they have toco swept up because when they have filled their baskets they have to make a journey"lo the nearest cart to empty their loa?, while the sweepers, of course, go alesight on making more heaps by the road sides. Occasionally.these beups are scattered by the wind after they have been once piled up.
This accounts for a lane or a street looking sometimes as though had not been very well swept.
Is some streets. I have noticed rubbish swept out of houses into the side channels. and being thrown from verandabs after the „sticet has been cleansed in the early, morning
