I have to approve of my receiving from the Crown Agents, a sum equal to two thirds of the cost of a passage to England from Hongkong, I having as yet been allowed but one third.
It was with the concurrence of the Members of the Legislative Council, that the Lieutenant Governor of Hongkong informed me on my departure from China, that I would submit my Claim for the payment of the remaining two thirds to the favourable consideration of your Lordships.
