THE FARMER'S PESSIMISM.
Since the tenders were made and the selec tion of the Tai Yan Company's offer accepted, the conditions attaching to the opium traffic have very greatly altered to the detriment of the rival bidders in general and to that of the successiul tenderer in particular. The number of admissions for Malarial disease fall from 515 in 1908 to 268 last year or a diminution of practically a half. Those figures compare most favourably with those of the year which hitherto carried the palm for the smallest material admission rate in the whole history of the garrison, viz 1907. The admis sion rate for that year was 196.0 per 1000 of trength whereas the rate for last year was only 138.4 per race of strength: or taken at the present strength of the European Garrison (to

In August last the price of Indian opium was below 51,000 per chest; in September it was a little over $1,000; in October the price rose to $1,200. The lease of the Farm was advertised for 31st of August, tenders to be received up to that time only. About the 30th of August, how- ever, the Government postponed the acceptation of lendars,lon account (as the Governor than ex- plained) of the necessity for consolidating the oplumlans of the Colony, especially as they affect ed the importation of morphis, the Government deaming it advisable to extend the period forten ders for the new Farm until 30th Septembar. It is quite on the cards, as already mentioned, that bad another month been added to the period during which tenders were acceptable nothing like the successful tender could have been

To-day raw opium has enhanced in price to Dearly $1,000 per chest, ur, roughly, 100 per, cent, as compared with the price of raw opium ruling in September when the tenders wore sent. As a result of this enhancement in the price of the raw material, the prospects for the new farmer who took over to-day can- not be regarded as particularly bright.
NEW CONDITIONS.
It should be explained that although this abaormal increase in the price of raw opium began to make itself felt during the old Farmer's tenure of the lease, it did not affect him to any appreciable extent because of the fact that he had enough stock in band to tide him over until his lease expired, whereby he was a considerable gainer, 'as his reserve stack bad been bought when the market ruled low and the retail prices were increased in proportion as the prices of the wholesale material went up,
