Vessels under Contract are going to Foreign Ports. This addition is in accordance with the decision adopted by Her Majesty's Government, not to sanction emigration under Contract from Hong Kong to Foreign Countries. The Draft Ordinance having been already approved by the Earl of Kimberley, and the chief addition to it above referred to being unobjectionable, I have only to recommend that the Ordinance should receive, in the usual form, Her Majesty's special confirmation, without which it cannot be brought into operation.
