[From Our Own Correspondent.]
Cautor; 23rd October. The following is a free translation of a cir- colar which has been issued by the Canton Self-Government Society for the purpose of "convening a public mass mesting in connection
with the Marso, Delimitation question -

ba wall understand t we, Chinese, are the landlords and the Portuguese are tenants. However, the Portuguese did not beep faith with the stipulations as laid down in the lease agreement, and, on the other hand, allege that the settlement of Macao was acquired by them. by right of conquest They thus forgot all the kidessas China had accorded them. The Por tuguese contention should not, of course, be recognised and entertained by other civilised Powers. The Portuguese Delimitation Com missioner is, moreover, reported to have made a representation to the Chinese Delimitation Commissinger, H. E. Ko Yu Him, asking him.
Ng Sao Niog suggested that they should also take the opportunity of laying the matter before the owly formied Canton Provincial Assembly for discussion and to ask the Assembly for its views as to the best course to adopt to arrive at a solution of the case.
After the above resolutions were unanimously passed' the letters and telegrams received by the Society concerning the Three Earisto Pro- vinces ware also read for the information of th people. Most of these communications were courbed in inflammatory language, inciting the people to maintain the boycott mavement.
TELEGRAM TO THE WAIWUPU,
Canter, 26th October. Reference was inado in my letter of yester day that, at the indignation meeting of the Canton Self-Government Society held on Sun- day last, among other resolutions adopted was one to the effect that a telegram should be forwarded to the Ministry of Foreign Affairs in Peking urging the supercession of H.E. Ko Yu him, Chinese Macao Delimitation Commie sioner. The despatch has since been formu- lated and transmitted to the Waiwapa, of which I now append a travulation-

The members of the Waipupu, Peking." The collection of rental from the Portuguese for the settlement of Macao having been dis continued, we, Chinese, are, however, still owners of the land. As the Portugueso have on many cccasions violated the treaty, we should, of course, lod, e a protest against them.. They are now acting unreasonably with the of extending their power limit as will as of encroaching upon
to stop the Chinese from reclaiming the low oriel waters beyond the boundary :
land at Chinshan. The Portuguese, farther. mord,
desired to extend their encroach
mert on land to the north on the opposite side of the river. Stirring reports have been received on several rccasions from the people of the Heungshac dieriet stating how garessonable the Portuguese have been their claims and how weak the Chisasa Deli. mitation Commissioner, H.E. Ke, bas been in failing to effectully oppose the Portuguese demauda tending to the loss of Chinese terri torial rights. The villagers of Heungshan arc naw taking steps to combine with a view to organise a volunteer militia as a precautionary meature against any emergency. So long as it is so the Self-Government society in of opinion maintain peace; no matter how exactiousthe Portuguese may be in dealing with us, we must not fail to take the sècessary steps to deal with them in "a civilised manner"
[The expression is a euphemistic and em ployed to suggest the instituties of an anti- Portuguese boycott. Ed., H.K.T.]
A perusal of the letters received by this Society lands to the fear that, in case H, E. Ko falls to eff.ctually protest against the Portuguese, the results will doubtles be the outbreak of
of some serious disturbance. If such an event should, unfortunately, happen, we du not know what il. E. Ko, will do in regard in complying with the instructions, of the Imperial Government. While the negotiations on the Macao delimitation question are proceeding, the moment in opportune for meetings to be held to 'discuss the matter, and we should lose no time in sending members of this Society to the Heungshan district to deliver lectures forthe purpose of pursuading the villagers not to create any disturbance, and we should at the same time address a joint telegram to the Imperial Government asking it to appolat another special High Commissioner to conduct nego tiations with the Portuguese in order to arrive at a solution of this question
On the same day proposed that the letters received dearuncing H E. Llang Tun-yen, president of the Wal. wapu, for his failure to uphold China's interests In the recent Manchurian convention will nisa be read for the information of the people. The meeting is to take place on the 24th instant, when the people of every class are invited to attend.-'
