I think M. Bardwell's case
is a hard one & deserving of
kind consideration. It is
a question of Patronage.
As Her Majesty has agreed, it was
thought advisable to retain him at Hong
Kong - not justifiable
on any Royal grounds - but the
other arrangement appears to be drawing to a
close. I reply that Lord K. will cause a
note to be made
of the expression of Lieut. Buckle's desire to be re-employed in the
colony where the services of an
experienced Officer may be required, and that should
an opportunity occur his claims to employment will be considered with those of other candidates.
