I had but just closed the despatch for transmission to you when a letter from the accompanying Consul at Amoy came to my hands.
I am glad to find that in the Pedder circumstances the opinion of Mr. P. has changed so greatly during the last few weeks as to lessen the necessity for that protective provision which appeared apparent to Mr. Wade.
Nevertheless I shall send Colonel De Butts, Royal Engineers, to Amoy, as he is under Secretary of State for War.
