On the receipt of your letter of the 18th ultimo, Lord Granville at once instructed Her Majesty's Minister at Paris to call the attention of the French Government to the further case of deportation of Chinese paupers from Saigon to Hongkong, and I am directed by His Lordship to transmit to you, to be laid before the Earl of Kimberley, a copy of a note from the French Foreign Office to Mr. J. West, stating that the matter has been referred to the Minister of the Colonies.
