The ink was scarcely dry on the official sheet when the staff provisionally-appointed to pro tect the interests of the revenue had, so to speak, "held-up" the incoming Canton boats, and, according to some views, levied a species of blackmail on the samshu which was being imported for local consumption. We find it impossible to agree with those who declare that the Government acted with undue precipitation in this respect. What
