With reference to letter of the 20 October.
I am directed by the Earl of Kimberley to transmit copy of a letter from the Foreign Office inclosing a despatch from H.M.'s Chargé d'Affaires at Pekin respecting a proposed Scheme for the introduction into Pekin of Chinese emigrants from Hongkong.
